ISIS releases 15 rules handbook detailing how captured sex slaves should be treated

It is no news that female slaves are considered part of war booty of Islamic groups. The dreaded terrorist group ISIS circulated a handbook on how female slaves are to be treated.

 A "fatwa" was issued by the terrorist organization back in January according to documents seized by the Anti-ISIS US Special Operations Forces. The document entails rules on how ISIS members are to treat women captured as sex slaves.

The terrorist organization captures women who they give out to their fighters as rewards and incentives, the women are raped repeatedly, sometimes by more than one person. Far from trying to conceal the practice, Islamic State has boasted about it and established a department of 'war spoils' to manage slavery.

1. It is not permissible for the owner of a female captive to have intercourse with her until after she has had menstrual cycle and becomes clean.

2. If she does not menstruate and is pregnant, he is not allowed to have intercourse with her until after she has given birth.

3. It is not permissible to cause her to abort if she is pregnant.

4. If the owner of a female captive releases her, only he can have intercourse with her and he cannot allow someone else to have intercourse with her.

5. If the owner of a female captive, who has a daughter suitable for intercourse, has sexual relations with the latter, he is not permitted to have intercourse with her mother and she is permanently off limits to him. Should he have intercourse with her mother then he is not permitted to have intercourse with her daughter and she is to be off-limits to him.

6. The owner of two sisters is not allowed to have intercourse with both of them; rather he may only have intercourse with just one. The other sister is to be had by him, if he were to relinquish ownership of the first sister by selling her, giving her away or releasing her.

7. If the female captive is owned by a father, his son cannot have intercourse with her and vice-versa. Moreover, intercourse with his wife’s female captive is also not permissible.

8. If a father had intercourse with his female captive then gave her away or sold her to his son, he is no longer permitted to have intercourse with her.

9. If the female captive becomes pregnant by her owner, he cannot sell her and she is released after his death.

10.If the owner releases his female captive then he is not permitted to have intercourse with her afterwards because she has become free and is no longer his property.

11. If two or more individuals are involved in purchasing a female captive, none of them are permitted to have sex with her because she is part of a joint ownership.

12. It is not permissible to have intercourse with a female captive during her menstrual cycle.

13.It is not permissible top have anal sex with a female captive.

14. The owner of a female captive should show compassion towards her, be kind to her, not humiliate her and not assign her work she is unable to perform.

15.The owner of a female captive should not sell her to an individual whom he knows will treat her badly or do unto her what Allah has forbidden.

Selfie Hustles:Teenagers Killed By Truck Driver While Lying On The Road To Take Pictures (Photos)


Two teenagers have been killed after they laid down in the middle of a road to try and get a selfie with a plane in the background.
They were hit by a truck outside an airport in Turkey as the plane came in to land.
Muhammet Bozkurt, 17, and Caglar Savasci, 19, were with three other friends who had hired a car for a road trip from Alanya to Antalya, a coastal route in the south west of the country.

Their friends said they had stopped by the perimeter fence and wanted a selfie of the five of them with landing planes.

But it was dark and the lorry driver didn’t see them, running them over.
The other three rolled out of the way and police said they had all been drinking alcohol.
The driver of the lorry called emergency services and autopsies are now due to be carried out.

This tragic event took place some moment ago along the Onitsha express way, Anambra State. The driver of the truck was trying to outsmart the military personnel on the road. While at it, he crashed into a car and killed a military man in the process. He has since been apprehended.




Terrorist attacks: Military not sincere on casualty figure of Sunday’s attack – Borno residents

Residents of Maiduguri, the Borno State capital has faulted the claim by Operation Lafiya Dole that only 26 people were killed in last Sunday attack in Maiduguri by the dreaded Islamic sect, Boko Haram.

The residents said they had gone to the state specialists hospital where they saw the corpses and the injured, adding that there was the need to always keep the people abreast as regards the insurgency situation in the northeast.

Mallam Kallamu Inusa, who lost a brother during the attack on Sunday told DAILY POST that he was shocked by the claims made by the Nigerian military on the number of the victims.

According to him, “it is disheartening that people are not being told the truth about the situation; why can’t they tell us the truth? Hiding the position of things, particularly this insurgency is not the right thing to do.”

Inusa added, “in our area Polo, about six houses were burnt down by the attackers. They want us to believe them? They should resort to telling us the truth. I am not talking because I lost a brother; go round and ask people in this area, they would tell you that the figure is far beyond what the military is portraying.”

Another resident Mr. Amos Peter told DAILY POST that he was at the state specialist hospital where he counted more than 50 corpses while looking for his daughter.

“I am lucky and thank God; she was not killed. Right now, she is receiving treatment at the University of Maiduguri Teaching hospital. I personally counted over 50 people killed as a result of the attack. I am surprised that the military is saying that only 26 people were killed,” he said.

Lai Mohammed: Female bombers don’t know they’re carrying explosives, urges journalists to be diplomatic in reporting attacks

The Federal Government says most of the female suicide bombers being used by Boko Haram do not know that they are carrying bombs.
The Minister of Information and Culture, Alhaji Lai Mohammed, said this on Tuesday while reacting to the spate of bombings being perpetrated by teenage girls in recent times. He had paid a courtesy visit to the Punch's corporate headquarters in Magboro, Ogun State.

Lai Mohammed explained that the girls were usually given the bombs as a parcel to deliver in a busy place while a man would stand at a distance to detonate the bombs.

He said :
“Suicide bombers usually walk in threes. There is the man who leads. The leader will ensure that the small girl who is strapped with the bomb knows the road. The small girl never knows what she is carrying.

“She is simply told to go and deliver a parcel at a market. That leader would have taken her to the market days before to show her the direction of the market. On the day she is to deliver the package, the man will lead and by then she is strapped.

Then there is another person that tails her from behind who will make sure that she doesn’t change her mind or turns in another direction. These bombs are detonated remotely. This is how cowardly these people are. These girls are not indoctrinated. Most of them don’t know what they are carrying. Some of them do it for as little as N5, 000 which is given to their parents.”

The minister insisted that the Federal Government had largely won the war against insurgency.

He, therefore, urged the media to be patriotic in reporting insurgency by publicising the successes of the military and the failures of the terrorists.

Mohammed said before now terrorists took over many towns and villages in the North-East and declared a caliphate such that all the signposts were changed from English language to Arabic.

He, however, said such a development was no longer possible as the military had flushed them out and they no longer had a command centre.

He added:
“Publicity is the oxygen that any insurgent or group uses to survive. We are not saying that you should stop reporting. We are saying that in a time of war, no newspaper can afford to be neutral. It is because of peace we are all sitting here.

During the Northern Island/British war, no newspaper used Jerry Adam’s picture for a while because they saw that Adams was being glamourised and became a hero to many people.

These reports give the impression that the government is losing the war. No country can stop this kind of soft attacks. France was not under any insurgency when terrorists surprised the entire country. They went to the stadium and cinemas to kill people.”

Mohammed said even though the terrorists had been decimated, they would continue to hit soft targets. He, therefore, urged civilians to be vigilant as the military had done its part.

The minister urged Nigerians to continue to assist the Internally Displaced Persons living in camps, adding that many of the displaced persons were susceptible to contracting communicable diseases.

WHO Declares End of Ebola Virus in Guinea, West African Countries Still Under Surveillance

The World Health Organization (WHO) has declared the Republic of Guinea Ebola-free.

It has been 42 days "since the last person confirmed to have Ebola virus disease tested negative for the second time," according to a news release from WHO.

The West African country will now undergo a roughly three-month period "of heightened surveillance to ensure that any new cases are identified quickly before they can spread to other people," the United Nations ’ agency said.

The original chain of transmission of the virus began in December 2013. The virus then spread to the neighboring countries of Sierra Leone and Liberia , as well as "by land and air travel to seven other countries," including the United States.

Dr. Bruce Aylward, the special representative of the Director-General for the Ebola Response, WHO, said "the coming months will be absolutely critical. This is the period when countries need to be sure that they are fully prepared to prevent, detect and respond to any news cases."

With the New Year approaching, the World Health Organization says "2016 will see the three most-affected countries implementing a full health sector recovery agenda to restart and strengthen key public health programs, especially maternal and child health, while continuing to maintain the capacity to detect, prevent and respond to any flare-up of Ebola."

Biafra:Nnamdi Kanu Apologises to Buhari, Jonathan, Igbo elders for uncomplimentary remarks

THE leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Muhammadu Buhari as a terrorist, evil and a paedophile in his radio broadcasts.

Kanu, who has been charged along with two others by the Federal Government before a Federal High Court in Abuja on six counts of treason and other ancillary offences, said he intended to write a private letter to Buhari to express his apology to the President.

He also apologised to former President Goodluck Jonathan and Igbo elders for “some uncomplimentary things” he said about them.

The 48-year-old pro-Biafran agitation leader, who is, however, unapologetic about his demand for a Republic of Biafra, has been in the custody of the Department of State Services since his arrest in Lagos on October 14, 2015.

He tendered the apology for his comment against Buhari and others in a statement which he made to the DSS on October 23.
The prosecution, in its summary of the case, alleged that in one of the radio broadcasts by Kanu on August 1, 2015, he expressed his resolve to actualise the Republic of Biafra and “cast aspersions on the person and the office of the President of the Federal Republic of Nigeria”.

The statement read in part, “Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President.

“Before PMB (President Muhammadu Buhari) there was the administration of Goodluck Jonathan. I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders.
“All I was trying to do is to draw attention to the problems afflicting society and something done about them.”

Kanu, who described himself as a Nigerian and a British citizen, justified his agitation for a Biafra Republic.

He said IPOB’s secessionist agenda was informed by the “incessant hardship, lack of holistic development in the socio-economic landscape of Nigeria, lack of youth employment, corruption in high offices and economic regression.”

He added that the agitation by IPOB, which, according to him, was founded in London in 2012 by a group of people from the South-South and South-East regions of the country, was in line with the United Nations Charter on the Rights of Indigenous Peoples ratified by African countries, including Nigeria.

In contrast to the counts of managing and assisting in the management of an unlawful society preferred against Kanu and two others, the Radio Biafra founder stated that IPOB, which the prosecution described as unlawful, was registered with the UN to pursue the rights of the people of Biafra.
He stated, “I can confirm that I, Nnamdi Kanu, is the leader of Indigenous People of Biafra worldwide as a legitimately and duly registered body at the United Nations pursuing the rights of a specific indigenous people, in this case, Biafra, to seek self determination according to the said charter.

“The reason for the formation of the Indigenous People of Biafra is to avail those referring to themselves as Biafrans the opportunity made available as a result of the United Nations declaration to seek the peaceful rebirth of Biafra in line with international law.”

Kanu, who is a son of a traditional ruler in Abia State, Sir I.O. Kanu, said he operated Radio Biafra, whose programmes “are designed to wake up the public from its slumber and address the issues of the time” because of his belief in free speech and freedom of expression.

He explained that the intended Biafra Republic comprised Enugu, Ebonyi, Abia, Imo, Anambra, Cross River, Akwa Ibom, Rivers, Bayelsa and Delta states as well the Igbanke part of Edo State; Igala part of Kogi State and Idoma/Igede part of Edo State.

Apart from Kanu, one of the two other defendants in the six counts filed by the Federal Government is a Field Maintenance Engineer, David Nwawuisi, charged with the responsibility of maintaining MTN masts in Enugu State.

The other defendant, Benjamin Madubugwu, was said to be living in the Ubilisiuzo, Ihiala Local Government Area of Anambra State, where he allegedly received custody of a container, housing transmitters, from Kanu.

On December 23 during the accused persons’ appearance in court for their scheduled arraignment, Kanu refused to take his plea due to what he called his lack of confidence in the presiding judge, Justice Ahmed Mohammed.

The judge promptly returned the case file to the Chief Judge of the Federal High Court, Justice Ibrahim Auta, for reassignment to another judge and the three accused persons were returned to the custody of the Department of State Services.

The fresh charges were filed against the three men barely 24 hours after Justice Adeniyi Ademola, in a ruling on Kanu’s bail application on December 17, ordered his unconditional release from DSS custody having been detained for about two months without any valid charges filed against him.
The PUNCH had reported that the Federal Government had alleged that transmitters for Radio Biafra, spreading secessionist agenda for carving out Biafra region from Nigeria, were found to be installed on MTN masts in Enugu and Anambra states between April and May 2015.

No new date has been fixed for the arraignment of the accused persons.

Fayose to Lai Mohammed - explain Borno and Adamawa Boko Haram attacks

Ekiti State Governor, Mr Ayodele Fayose has described the Sunday and Monday’s Boko Haram attacks in Borno and Adamawa States as disheartening and an indictment on the All Progressives Congress (APC) federal government, saying that the Minister of Information and Culture, Lai Mohammed must explain to Nigerians how the same Boko Haram that he said had been “technically defeated” could carry out such daring and deadly attacks.

The governor, who commiserated with the government and people of Borno and Adamawa States, especially those who lost their loved ones in the attacks, said; “in other countries of the world, the government would have taken responsibility for deceiving and misleading the people and apologised.”

In a release issued by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose asked; “If Boko Haram had indeed been technically defeated as Lai Mohammed made Nigerians to believe, what do we call the Sunday and Monday attacks in Maiduguri, Borno State capital and Madagali, Adamawa State?

“Should we say that the ‘technically’ defeated Boko Haram insurgents attacked Borno and Adamawa States, killing close to 100 Nigerians and injuring several others?
“Only Lai Mohammed who told Nigerians that Boko Haram had been technically defeated can tell us what happened and he must have to explain how ‘technically defeated’ insurgents could carry out such deadly attacks.”

Governor Fayose, who urged the APC-led federal government to stop deceiving Nigerians, especially on the Boko Haram insurgency and its anti-corruption fight said; “This governance by deceit must stop. Nigerians deserve to know the truth concerning how they are being governed.”

He challenged the federal government to tell Nigerians how much had been spent on security matters since June, this year, saying; “As it is today, they are just using the anti-corruption fight to shift the attention of Nigerians from their failure to fulfil the promises they made while seeking votes.

They are deceiving Nigerians while diverting Security Vote under the pretence of fighting Boko Haram insurgency. “It has therefore become pertinent that they are told expressly to stop behaving as if they are still the opposition. They should realise that election is over and it is already seven months that they assumed office.”

Woman escapes been killed by an Alfa for 'rituals' in Lagos

The building she was lured into
On Tuesday, residents of Big Daddy Street in the Atinplome, Bagadry area of Lagos State stormed an uncompleted building in the area, which they suspected to be a ritual killer’s den, after a lady ran out of the building crying for help.

It was learnt that while a carnival was going on in the area, a woman in her late 20s, whose name is unknown, ran into the party with her throat partly slashed and blood streaming down the length of her body at about 2am.

The lady, who later became unconscious told the crowd that an Alfa, identified as Mallam Sheu, had tricked her into the uncompleted structure before slitting her throat with a knife. She was rushed to the hospital and the matter reported to the Police.

It was learnt that in the morning, more residents went into the scene of the crime and they said they found bloodstains, old clothes, charms and ladies’ clothes inside the structure.

A resident who identified herself as Mummy Eso, said youths in the area attempted to burn the uncompleted building in the afternoon, because they thought that the lady had died of her injuries.

Mummy Eso a resident there said:
“There was commotion in our area in the midnight when boys holding a street party saw the girl bleeding from the throat. The girl, who just managed to speak, pointed to the structure and said an alfa had attempted to kill her, but she managed to escape.

“One of her hands had also been tampered with. So, the youths became furious and headed for the uncompleted building. Some policemen, who were also on guard duties at the carnival were informed about the incident and they went too. But information had got to the man, and he escaped before they could arrest him.

“Since morning, people have been coming to the area to check the building. They attempted to burn it in the afternoon.”
Another resident, identified as Akeem Ajao, who visited the building, said the youths found old bloodstains, clothes and charms.

He said:
“The lady ran into the carnival with blood streaming out of her body. One of those at the carnival saw her and came to her rescue. She said a man was in the house trying to slaughter her.

“We rushed the girl to a hospital, where she is now receiving treatment. We did not know that the alfa used the house to do evil works. The girl’s clothes were bloodstained. The police have also come to the area this morning.

“When I entered the house, I saw bloodstains, charms and a human bone was also in the man’s car – a Gulf 4 vehicle. It was the boys holding the carnival who noticed the girl.

“The girl’s neck was cut. Nobody knows the family of the girl involved. The man has run away from the area.”

It was gathered that the alfa had been having an affair with the lady, before he took her to the uncompleted building on the evening of the carnival.

The matter was said to have been reported at the Morogbo Police Division, and some policemen came to the scene, but the alfa had already fled the scene of the crime.

How Nnamdi Kanu Was Arrested 'Hibernating' With Woman In Hotel Whilst Using A Fake Name

The Department of State Services has given details of how its men apprehended the leader of Indigenous People of Biafra (IPOB), Nnamdi Kanu, with a woman in a hotel room and how 2 pump actions were recovered from his associate's house.

In a bundle of court documents used in filing 6-count charge of treason against Kanu, Madubugwu and David Nwawuisi, a DSS operative, Temisan John, who led a team that arrested Kanu on October 14, 2015 at the Golden Tulip Essential Lagos

 Airport Hotel, said:
"On arrival at the hotel, the staff denied having Kanu in the hotel or having any knowledge of him even when shown his photograph. The hotel’s guest manifest for about five days were also printed and the name was not found on any.

However, relying on accurate intelligence, the team decided to conduct a physical search on all the hotel rooms, leading to the arrest of Kanu in Room 303, where he was caught hibernating with a young girl named Maryam Ibezimakor, with all his broadcasting and communication gadgets set for use.

It was then discovered that Kanu checked in under the name Nwanekaenyi Ezebuiro. He was subsequently arrested and taken to the command headquarters.”
Another DSS operative, who led the search of Madubugwu’s house, Mohammed Ahmed, said items recovered in the house located at Ubulusiuzor, Ihiala LG, Anambra State included “two pump action guns loaded with ammunition.”

He described them as ”one Emerald Pump Action gun, serial number: TS870-113-0046″ and “one Delta Magnum Pump Action gun s/no: 501.”

Kanu, Madubugwu and Nwawuisi (identified as a Field Maintenance Engineer with MTN Nigeria), were to be arraigned on December 23, but Kanu stalled the proceedings when he told the trial judge, Justice Ahmed Mohammed, that he doubted his ability to give a fair trial.

DSS has further stated that the Radio Biafra Transmitters were found mounted on MTN masts

20 members of the same family were killed during the Sunday/Monday attacks by Boko Haram in Maiduguri, Borno state. The deceased were all buried in their family compound yesterday according to Muslim rites. May their souls rest in peace and may God comfort their family.

An Indonesian woman was flogged outside a Mosque in Indonesia last week and her crime? For being in 'close proximity' to a man she wasn't married to. This apparently is an offence under Sharia law and the punishment is public caning. Hundreds of people gathered outside the Mosque to watch student Nur Elita caned for showing affectionate behaviour to a fellow university student. The caning ended with Nur collapsing and being taken to the hospital. More photos below:




The man she was allegedly close with also received the same punishment.





Why Lai Mohammed Must Be Fired' by Femi Aribisala

This is an article by Femi Aribisala published in the Vanguard. He gave reason the current minister for information, Lia Mohammed should be sacked. Read article below:

Mohammed Saeed al-Sahaf was the Minister of Information in the dying days of Saddam Hussein’s regime in Iraq.

Nicknamed “Comical Ali” by British tabloids, al-Sahaf made a fool of himself during the Iraqi war by constantly fabricating victories of the Iraqi army, even as territory after territory fell to the American-led allied forces.

What was so ridiculous about him was that his lies were so blatant, only fools could believe them. Even when American tanks rolled into Baghdad, Comical Ali declared: “There is no presence of the American columns in the city of Baghdad at all. We besieged them and we killed most of them.

Today, the tide has turned. We are destroying them. The Americans are going to surrender or be burned in their tanks.”
Mohammed, Nigeria’s Minister of Information and Culture, is Nigeria’s home-grown “Comical Ali.” It would not be unfair to fashion him as “the Minister of FABU.” Barely two months of assuming office, Mohammed has established himself as an instrument of cheap propaganda and disinformation. On internet blogs today, he is now generally referred to by his traducers as “Liar Mohammed.” Without a doubt, he has earned this sobriquet by his penchant to be extremely economical with the truth.

Lai Mohammed’s tall tales have now reached epidemic proportions. It is a contradiction in terms that a government that claims to be anti-corruption, and a president that boasts to be a man of integrity, should have a “Comical Ali” as its face and spokesman. It is doubtful that Mohammed can stop being himself. However, if President Buhari is interested in redeeming his now battered image, he needs to admit he made a big error of judgment in appointing Mohammed as a minister.

Lai Mohammed must be fired immediately. Barring which, the only honourable thing left for the Honourable Minister to do is to resign. A Minister of Information should not be allowed to become a Minister of Misinformation.

Fictitious Victory
On 23 December, 2015, Mohammed told a meeting of editorial heads of media houses in Lagos that the Nigerian military has met President Buhari’s deadline to defeat Boko Haram before 31 December, 2015.
Said Mohammed: “Today, I can report that the war against Boko Haram is largely won. Today, I can report to you that the entire 70 plus kilometres stretch from Maiduguri to Bama and all the way to Banki which leads to Cameroun and the Central African Republic are in the hands of our gallant troops. They have so degraded the capacity of Boko Haram that the terrorists can no longer hold on to any territory just as they can no longer carry out any spectacular attack.”

Rather than call his minister to order, President Buhari backed him up in the bid to white-wash the gaffe of predicting Boko Haram would be defeated before the end of the year. He told the BBC: “Boko Haram has reverted to using improvised explosive devices. They have now been reduced to that. But articulated conventional attacks on centres of communication and populations.. they are no longer capable of doing that effectively. So I think technically we have won the war because people are going back into their neighbourhoods. Boko Haram as an organised fighting force, I assure you, that we have dealt with them.”

The president conveniently forgot he had said at his inaugural address that: “We cannot claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents.” We have heard nothing about the Chibok girls. Nevertheless, the president now says Boko Haram has been technically defeated. Are we therefore to conclude that the Chibok girls have also been technically rescued?

Boko Haram response
The victory declarations of Lai Mohammed and President Buhari turned out not only to be palpably false, but outrightly dangerous. Just two days after Mohammed’s declaration, the Boko Haram who he says “can no longer carry out any spectacular attack” attacked Kimba in Borno State. They killed 14 hapless people and razed the village to the ground. According to eye-witness reports, “not a single house was spared in the arson.”

One day later, a coordinated fighting unit of Boko Haram infantry attacked Maiduguri. They came in a military convoy, precisely the manner the president boasted is now impossible. They then dug in for a pitched battle against the Nigerian army. Thereafter, two female suicide-bombers detonated explosives in the Jiddari area of Maiduguri, with casualty figures yet to be determined.

There is no doubt these attacks were direct responses to APC’s vain propaganda. Boko Haram decided to give the lie to the bombastic statements that it has been defeated either technically or in actuality. To drive home the p oint beyond reasonable doubt, the insurgents chose to attack Maiduguri, the very command and control epicentre of Nigeria’s military operations in the North-east.

Clearly, the defeat of Boko Haram only exists as figments in the imaginations of APC propagandists. Having won the election by manipulating the press, they now seek to govern by employing a cacophony of jobless youth whose charge is to post “SAI Buhari” comments on as many internet blogs as possible. They also have the mandate to attack anyone who refuses to buy the many-splendored FABUS of the APC government.

APC’s bogus propaganda is partly responsible for the deaths and destruction in Kimba, Aladuwari and Maiduguri, the full extent of which are yet to be determined. The false victory procession of APC chieftains provoked the Boko Haram to contradict them at the cost of Nigerian lives. It is way too early to call for the impeachment of Mr. President. But it is high time to call for the retirement of Lai Mohammed. We must not allow this local “Comical Ali” to continue to use Nigerian lives to score cheap political points.
While the APC was busy celebrating the fictitious death of Boko Haram, the New York-based Institute for Economics and Peace declared in its latest Global Terrorism Index that Boko Haram “has become the most deadly terrorist group in the world.”

The day before Mohammed’s bombast, UNICEF declared that Boko Haram has succeeded in keeping over one million children out of school, warning that this is likely to add fuel to the insurgency by radicalizing the youth in the North-east.

Campaign recantations
It was Lai Mohammed who told Nigerians the promises of the APC during the election were actually not from the APC. The APC denied its key presidential campaign documents: “My Covenant with Nigerians” and “One Hundred Things Buhari Will Do in 100 Days.” Buhari himself presents one of the documents in the first person, saying:

“The covenant is derived from the manifesto of my party, the All Progressives Congress. It however represents my pledge to you all when I become your president.”
But once he became president, Mohammed denied them. He swore that: “Buhari never promised to do anything in 100 days, that’s the honest truth.” However, when APC Senators were forced to vote against their own campaign promise to provide N5,000 monthly to 25 million unemployed Nigerians, Mohammed declared that the government already has 1.4 trillion naira recovered from banks through the TSA ready to fulfil the promise. He said we should expect it in the 2016 budget.

These are his words: “The non-implementation of the payment policy so far is due to the fact that it was not included in the 2015 budget. The Muhammadu Buhari administration has been busy putting in place measures that will make it possible to start the implementation of this project.”
This has turned out as usual to be another tissue of lies. The 2016 budget has now been announced, and there is nothing about the N5000 stipend for the 25 million unemployed.

Presidential doublespeak

The government of President Buhari is replete with contradictions and doublespeak.
At the APC South-East rally in Owerri, Buhari declared he would make the naira equal to the dollar if voted into office. He continued: “It is sad that the value of the naira has dropped to more than 230 to one dollar. This does not speak well for the nation’s economy.” How does it speak for the economy now that the value of the naira has dropped under Buhari to 280 to the dollar?

Buhari said: “Boko Haram is a typical example of small fires causing large fires. An eccentric and unorthodox preacher with a tiny following was given posthumous fame and following by his extra-judicial murder at the hands of the police.” What then are we to say about the extra-judicial massacre of over 300 Shiite Muslims in Zaria at the hands of the Nigerian army under this Buhari administration?

Buhari said during the campaign: “You are all my people; I will tre eat you all as mine. I will work for those who voted for me, voted against me and those who didn’t vote at all.” Then he said after the campaign: “The constituents (that) gave me 97% cannot in all honesty be treated on some issues with constituencies that gave me 5%.”

On his election, the president said: “Our long night is over and a new dawn has come… Democracy and rule of law will be put in place.” “I pledge myself and the government to the rule of law, in which none shall be so above the law that they are not subject to its dictates, and none shall be so below it that they are not availed of its protection.” But under his administration, democracy and the rule of law has continued to be violated. The DSS ignores court verdicts with impunity, as happened in the case of Dasuki and Kanu.

Justice Muazu Pindigi was summarily replaced by Justice Ambrosa as chairman of the Rivers state governorship petitions tribunal and PDP’s victory was quickly annulled. Pindigi said: “The Supreme Court has said that for an election to be annulled, the petitioner has to prove that elections didn’t hold at the polling units where the winner was returned elected. I’m not sure that the Ambrosa’s judgment arrived through that route.”

During the election, Buhari declared the maintenance of the presidential fleet of aircrafts a colossal waste of money. He said: “For me, when we come into office, all these waste will be blocked and properly channeled into our economy.” However, since he became president, not a single plane has been sold. Billions of naira continue to be spent as the president has gone on one international junket after the other.

38-year-old Cristina Ojeda-Thies suffered a shark attack while swimming off the popular resort of Gran Canaria. She tweeted a photo showing the scars on her hand where the shark had sunk its teeth.

Authorities feared the incident could impact tourism and downplayed the incident. Fernando Frias, president of Canary Islands Shark Alliance which promotes shark conservation, said the incident is a 'one-off'. 'I doubt something like this will happen again in the next 50 years so people shouldn't be afraid.'

Ribadu visits Akande, may defect to APC

A former Chairman of the Economic and Financial Crimes Commission, Mallam Nuhu Ribadu, on Sunday held a private meeting with a former Interim Chairman of the All Progressives Congress, Chief Bisi Akande.

Ribadu, who contested the 2011 presidential election on the platform of the defunct Action Congress of Nigeria, visited Akande at his residence in Ila-Orangun on Sunday evening and discussed with him for a few hours.

The visit had sparked rumour of the possibility of the defection of the former anti-graft boss to the ruling APC.

A highly-placed source in the APC in Osun State told our correspondent on Sunday that Ribadu visited Akande in company with the National Secretary of the APC, Mai Bala Buni.

The source, who preferred not to be mentioned because he was not authorised to speak for the party, said, “He was there on Sunday. I was told he (Ribadu) and the national secretary of the APC visited Chief Akande together.

“It is difficult to say if he is defecting to our party because I was not there but we won’t ask him not to come if he wants to come.”
The Director of Publicity and Strategy of the Peoples Democratic Party in Osun State, Mr. Diran Odeyemi, when contacted, said he heard that Ribadu visited Akande.

Odeyemi, however, berated the former anti-corruption agency boss for allegedly “going back and forth.”

He said, “I was told he visited Ila-Orangun but is Ila his local government, where he is supposed to announce his defection?

“Ribadu has never proved to be a loyal party man. He joined the PDP from the ACN and he is going back now. He is not somebody to be depended upon when it comes to politics.”

Ribadu was a governorship candidate of the PDP in Adamawa State in the April 11, 2015 election.

After the meeting, Ribadu said he was at Ila-Orangun to reconnect with Akande, who he described as a father and statesman.

“Baba Akande is a very important person to all of us. He is a father in the true sense of the word. From the day I decided to venture into politics, I have benefited from his guidance and wisdom.

“I have not seen Baba in a long time, so I feel this is a good time to come and greet him at home. Of course, I have never been far away from Baba’s fountain of wisdom. Party differences cannot be a reason to abandon old ties,” Ribadu said.

He eulogised Akande, a former Osun State governor, and the people of the community while recalling the overwhelming support and affection he was shown by the people of Osun State during his 2011 presidential bid.

Akande said Ribadu’s visit was not political.
“As an extended member of this community, I said he should come and greet you,” he said.

"Radio Biafra Transmitters Installed on MTN Masts" - Federal Government

The Federal Government has said the transmitters for Radio Biafra, which has been accused of spreading secessionist agenda and campaigning for the carving out of a Biafra Republic from Nigeria, were found to be installed on MTN masts in Enugu and Anambra states.

According to the Federal Government, the installation of the transmitters on the telecommunications company’s masts was to ensure wider coverage for the radio.

The headquarters of the radio station is “presumably in London.”

This is contained in the government’s case summary of the fresh six counts of treason and other ancillary offences instituted against the founder of Radio Biafra and leader of the Indigenous People of Biafra, Nnamdi Kanu, and two others, before the Federal High Court in Abuja.

One of the two other defendants in the six counts filed by the Federal Government is a field maintenance engineer, David Nwawuisi, charged with the responsibility of maintaining the MTN masts in Enugu State.

The other defendant, Benjamin Madubugwu, was said to be living in Ubilisiuzo, Ihiala Local Government Area of Anambra State, where he allegedly received custody of a container housing transmitters from Kanu.

On December 23, during the accused persons’ appearance in court for their scheduled arraignment, Kanu refused to take his plea due to what he called his lack of confidence in the presiding judge, Justice Ahmed Mohammed.

The judge promptly returned the case file to the Chief Judge of the Federal High Court, Justice Ibrahim Auta, for reassignment to another judge and the three accused persons were returned to the custody of the Department of State Services.

The fresh charges were filed against the three men barely 24 hours after Justice Adeniyi Ademola, in a ruling on Kanu’s bail application on December 17, ordered his unconditional release from DSS custody, having been detained for about two months without any valid charges filed against him.

The Federal Director of Public Prosecutions, Mr. Mohammed Diri, who signed the fresh charges, the case summary and other processes accompanying them on behalf of the government, alleged that Nwawuisi installed the transmitters on MTN masts “on request by an IPOB member, Chidibere Onwudiwe.”

Diri added, “The 3rd defendant (Nwawuisi), a Field Maintenance Engineer, charged with the responsibility of maintaining MTN masts in Enugu State, was also arrested in the course of the investigation.

“He agreed, on the request of an IPOB member, who is at large, Chidebere Onwudiwe, to install and did install IPOB radio transmitters on MTN masts for a consideration.”

The prosecution alleged that the transmitters were smuggled into Nigeria by Kanu and were discovered during a search in Madubugwu’s residence.

While Kanu was accused of treasonable felony, management of an unlawful society (IPOB), and smuggling of goods, including radio transmitters, into the country, Madubugwu and Nwawuisi were accused of assisting in the management of the said unlawful group.

The prosecution alleged, in the six counts, that the transmitters were installed on the MTN masts between April and May 2015.

The sixth count read, “That you, David Nwawuisi, at Enugu and Anambra states, between April and May 2015 assisted in the management of an illegal society by doing an act to wit: you permitted one Chidiebere Onwudiwe, now at large, to install Radio Biafra transmitters with knowledge that the said transmitters were property of the Indigenous People of Biafra, an unlawful society, with the intention to propagate its secession intention and that you thereby committed an offence punishable under Section 6 of the Criminal Code Act, CAP C38, Laws of the Federation of Nigeria.”

Kanu was said to have on many occasions broadcast on the radio, which is said to have as its Mission Statement, ‘The defence of the rights of the Indigenous People of Biafra; and ultimately the actualisation of the Republic of Biafra’, reiterating that “Biafra must be realised.”

The case summary reads, “In one of such broadcasts on August 1, 2015, he called on members of IPOB in the Diaspora to identify children of Nigerian dignitaries, their residences and schools, with a view to taking reprisal action against them in the event of attacks against Biafrans by Nigerian security agents.”

The Federal Government said the proponents of the Republic of Biafra proposed that the republic would consist of “states in the South-East and South-South regions except that in the case of Edo State, only the Igbanke community will be part of the Republic of Biafra as well as the Igalas in Kogi State and the Idomas in Benue State.”

No new date has been fixed for the arraignment of the accused persons.

Kaduna APC suspends Senator Shehu Sani

Outspoken Senator Shehu Sani, representing Kaduna Central Senatorial zone, has been suspected from party politics by the APC in Kaduna state. In a letter to the Senator dated Dec. 27th, the party said the suspension is 11 months and listed his offenses to include uttering statements that allegedly:

“violate the rules of engagement of the party, factionalizing the party, and engaging in anti-party activities by criticizing the policies of Governor Nasir El-Rufai. Hardly a week passes by that his group will not be on air criticizing and challenging the enduring legacies of ElRufai, that his statement on national issues is not in conformity with that of the state government and government of Kaduna State,” the statement read.
So, it's now a crime to criticize a governor? Are we not in a democracy? The party also banned Sen. Sani from engaging in party activities in the state through out the 11 months suspension...

Man Dies Trying To Rob A Condom Machine ( Photo )

A German man has met his waterloo after he tried to steal from a condom machine using a homemade explosive device.

The 29-year-old from Münster was hit in the head by a shard of metal which flew from the machine as he and two others attempted to blow it up.

The explosion left the man unconscious, but he later died in hospital after his two accomplices rushed him to a hospital to get emergency treatment for his wounds.

It was reported in that the man had attempted to take shelter inside his car after setting the explosive, but the device detonated before he was able to close the door there by injuring him.

The two other accomplices initially told medical staff that their friend had fallen down the stairs, but one of them later confessed to the failed attempt to steal money from the vending machine.

The condom dispenser was located on a quiet street, residents were quick to report the explosion, but when police arrived no money or content of the machine appeared to have been taken, instead it was left scattered in the street.

The two other men, aged 27 and 29, were arrested but have been released from custody.

Minister of Labour & Employment Chris Ngige speaks on those that will benefit from FG's N5k stipend

Minister of Labour and Employment, Chris Ngige says unemployed graduates, market women and the Civilian Joint Task Force in the north-east are those that have been targeted to be beneficiaries of the Federal Government’s N5,000 stipend.

Ngige gave further clarifications in Abuja during an interview with journalists today December 28th. He explained that the N5,000 stipend would be disbursed through a social security scheme.

US opts to buy Nigeria’s crude, says Kachikwu

Minister of State for Petroleum Dr. Emmanuel Ibe Kachukwu has raised Nigerians’ hope about the dwindling oil revenue, with the news that the United States will now buy some crude from Nigeria.

“Post the President’s visit, there has been an overture from them to say they want to buy limited quantity of Nigerian oil to support the market. We are still ongoing on that,” he said.

Kachikwu allayed fears over the return of the U.S. to oil export, stressing that the country’s sale of oil does not foreclose its tendency to buy crude at the same time.
According to him, the volume of oil that the US intends to do is little and it is for her internal consumption.

Kachikwu, who spoke with reporters at the Kaduna airport after his inspection of the Kaduna Refinery and Petrochemical Company (KRPC) in Kaduna State, said the U.S. is still importing oil to build up her reserves.

He said: “The fact of U.S. being back into the sales market obviously what you find is that the volume of export U.S. intends to do is very minimal for a lot of internal consumption.

“And strategically they are still reaching out to buy certain barrels and, in fact, they are hoping to buy a couple of Nigerian barrels. So the strategic reserve is key for them to make a very strong strategic reserve. They have also produced more than they have never done in their history now .

“From the financial point of view they sometimes sell and still buy, and they do that with gold, they do that with cotton, they do it with a lot of commodities. The whole idea is that if oil prices are cheaper, they buy, and use that to fill their reserves.”
According to Kachikwu, the United States has never completely exited the importation of Nigeria’s crude since three major oil companies – Cheveron, Exxonmobil and one other – still take their 40% share to their refineries.

What the United States stopped was her importation of the Nigerian National Petroleum Corporation (NNPC) share of the crude, the minister said.

Kachikwu, who is also the Group Managing Director (GMD) of the NNPC said the two countries were discussing the purchase of the corporation’s share of Nigeria’s crude.
He said: “Three of the oil companies are U.S.

 At least I can say Exxonmobil , I can say Cheveron, but you realise that 40% of their production goes into the U.S., so when you hear zero importation of Nigerian oil it is not really stopped . It is not true because they take their shares to their refineries.

“What we are talking about is the NNPC portion of the crude which is 60% and that is the element we are talking about – whether or not they will continue to buy.”
Analysing the nature of the Nigeria/US oil market relations, the minister said: “ You also know that they are diversifying to the Shale in terms of the sale of products. Now you take 900,000 from a million barrels, out of that 455 is local intervention. So what you are talking of is about 450, 000 barrels. It is not enough in terms of the NNPC portion.”

Asked what the Ministry of Petroleum Resources was doing to ensure that the Department of Petroleum Resources (DPR) is better equipped to monitor oil production in view of the impression that the DPR has no knowledge of the volume of oil that the International Oil Companies (IOCs) produce at the well head, the minister said it was false.

He insisted that the DPR could ascertain the level of production, stressing that it was the inspection that brought about the volume of production that the Federal Government used for its budget.

Kachikwu said: “That is not true. I think the DPR knows the quantity of oil we produce. We do know the volume of oil we produce and that is the number we use for budgeting. I can tell you, for example, we are doing 1.89million barrels per day. I can tell you we are targeting 2.2million barrels per day next year. There are measurement indexes for that.”

The minister said it takes an average of three to five years to build a new refinery at $2billion to $2.5billion which is too huge for government to afford.

“ It takes investment of $2billion and $2.5billion and those are not monies that we can afford,” he said, adding: “What we are encouraging people to do is to unbundle refineries that are all over the world, which are for economic reasons being de-assembled and bring them here and set them up and run them”.

This, said Kachikwu, would prune the cost of refineries for investors, especially when they are sharing the same premises, the same power source, because power is a key element of that cost.

He maintained that adoption of this method of construction of a fairly used refinery could be take about 18 months to build and reduce the cost to below one billion dollar and bring about quicker return on investment.

Former Aviation Minister Femi Olu-Kayode shared the letter on his Facebook page this afternoon. Read below

Mr. President, as one of your most loyal and faithful subjects who has nothing but the utmost respect for your person and your office, I am constrained to write you this open letter. This is because there are a number of issues that I believe that it is important for you to clarify and to come clean on.

I say this because some of your assertions of late are at best contradictory and at worst patently dishonest. Whichever side of the political divide we are on I believe that we can all agree on one thing: that the prosecution of the war against terror is not something that any of us should play politics with. This is especially so given the fact that human lives are at stake and the very existence of our nation is under threat.

Like much of the rest of the world our country is going through hell at the hands of the jihadists and Islamist terrorists.
There is no gainsaying that we must all come to terms with the fact that the Islamic State in the Levant (ISIL), Al Qaeda, the Taliban, Al Shabab, Boko Haram, Hamas and another group that the internationally-respected Global Terror Index has described as the ''Fulani militants'' (aka Fulani herdsmen) are nothing but bloodthirsty murderers and the lowest form of life.

They are indeed the scum of the earth, the troublers of humanity and the vermin of hell. It is with this in mind that I urge you to take the war against terror far more seriously than you are doing and plead with you to stop passing the buck.

Your penchant for blaming your failings in this regard on the previous administration is simply nauseating and it does not serve you well.

You continuously contradict yourself when it comes to this matter and frankly such flip flops are unworthy of the office that you presently occupy.

We your subjects look up to you for consistency, strength, unequivocal commitment, a firm resolve and the ''leadership from the front'' that you promised during your presidential campaign in this war. We do not want and neither do we need doublespeak, lame excuses and buck passing.

Permit me to point out a few examples of your contradictory assertions and your buck passing in this short intervention. Initially you claimed that your predecessor in office President Goodluck Jonathan never bought any arms and that instead he squandered and stole all the money that was appropriated for the procurement of arms.

Yet when the British Minister of Defense visited you in the Presidential Villa the other day the story changed. You did a U-turn and gleefully told him and the wider world that President Jonathan bought arms with raw cash.

One wonders which story you shall come up with next and which one you will conjure up in the future. Kindly tell us what the position is: is it that Jonathan did not buy arms at all and stole all the money or is it that he used cash to buy arms? You cannot have it both ways. It is either one or the other.

Quite apart from your glaring doublespeak on this matter there was another issue which you ought to have raised with your highly esteemed and respected British guest.

You forgot to tell him that his was one of the countries that not only refused to sell weapons to us during the course of this bitter conflict but that also helped to impose and enforce the international arms embargo on our country even though we are at war.

This resulted in the unnecessary death of thousands of our people because we found it difficult to procure the weapons to protect them.

Your guest’s country insisted on towing the American line and doing this to us even though we were fighting a war against a relentless, well-motivated, well-funded and well-armed fighting force that Global Terror Index has described as the ''deadliest terrorist organization in the world''. One is forced to ask: with friends like this who needs enemies?

Given the fact that the embargo was in place one wonders how we were supposed to procure arms unless we did so with raw cash on the black market.

The alternative was to buy none at all, to do nothing and to allow Boko Haram to take Abuja, Port Harcourt, Enugu and Lagos. Perhaps that is precisely what your western friends and allies wanted but thankfully it never came to pass.

Despite the challenges and constraints President Jonathan faced, instead of losing any more ground, he rose to the occasion and retook no less than 22 local government areas and virtually pushed Boko Haram out of Nigeria. The only place that they occupied by the time the election took place was Sambisa forest.

Jonathan achieved all this with those arms that he bought with raw cash. This is apparently what you are now complaining about. Permit me to remind you that it is those same arms that Jonathan bought with raw cash that your army is still using till today.

Yet sadly since you were sworn in as President seven months ago you have lost some of those same local government areas that were earlier recovered and they are now back in the hands of the terrorists.

Despite this you keep telling the international community and the Nigerian people that we are ''making progress'' in the war against terror.

As a matter of fact you went as far as to say that we had ''won the war'' against Boko Haram and your Minister of Information, Mr. Lai Mohammed, echoed that grotesque mendacity and reiterated that sentiment by adding the words ''technically won'' (whatever that may mean) to the equation.

Sadly, two days later, on Christmas day, in what can only be described as an eloquent response from the terrorists, scores of innocent civilians were killed by Boko Haram in Borno state and a whole community was burnt to the ground.

Again on Sunday 27th of December Maiduguri, the capital of Borno state, came under heavy attack from the terrorists. So much for having ''won the war against Boko Haram'', whether ''technically'' or otherwise.

Instead of conceding that you had told the Nigerian people a pernicious lie, curiously the next thing that you did was to tell them that you would ''persuade Boko Haram to drop their arms''. One is compelled to ask: why would you have to persuade them to drop their arms if you had already defeated them and won the war against them?

In any case this would be the first time in the history of modern warfare that a sitting President has sought to destroy and defeat a vicious and relentless terrorist organization and win the war against terror simply with the awesome and devastating weapon of persuasion.

Perhaps you should recommend that same tactic to the Americans and the rest of the international community as an effective and credible weapon to adopt in their war against ISIL, Al Qaeda, Al Shabab, Hamas and all the other jihadist groups that plague the world.

Whilst you are at it perhaps you could also persuade Boko Haram to free the Chibok girls. It is disturbing to note that despite all your campaign promises and assurances that once you are elected President the girls would be rescued or returned, nothing has been done or heard about any of them ever since you were sworn in.

Worst still the Bring Back Our Girls Group, which was essentially an appendage of your election organization, together with its distinguished leaders and conveners, appear to have gone very quiet. I guess they are busy trying to persuade Boko Haram to drop their arms too.

The truth is that it is time for you to free yourself from your monumental delusions and to get real. Sadly you appear to be detached from reality.

Instead of fighting the war against terror you are making it worse by slaughtering one thousand Shia Muslims in Zaria on December 12th, locking up their leader Sheik Ibrahim El Zakzaky and opening yet another war front in our country.

The last thing that we need is for Hezbollah or the Iranian Republican Guard to rise to the occasion, take up the challenge, jump into the fray and decide to protect and avenge their Shia Muslim brothers and sisters in northern Nigeria.

Yet despite the reprehensible and indefensible actions of your military commanders in Zaria you have refused to show any remorse for what was undoubtedly a war crime against fellow Nigerians and you have not prosecuted the officers and military personnel that were involved in the butchery.

Instead the homes of the victims and those that share their Shia faith have been burnt to the ground in Zaria and their graves and burial sites have been dug up and desecrated.

Instead of fighting Boko Haram you are fighting and killing your own people. Worse still you have refused to defend our country. I say this because a few days ago the Cameroonian military invaded our country, violated our territorial integrity and savagely murdered over 70 innocent Nigerians in their village before burning it down.

Your government refused to acknowledge that this event even took place, despite the media reports. You did not console or express condolences to the families of the victims or retaliate against the Cameroonians.

You did not even warn them or demand an apology or reparations from them. This is heartless and shameful. It could not have happened under Jonathan, Obasanjo, Babangida, Shagari, Abacha, Abubakar, Shonekan, Mohammed, Balewa or indeed any other former Nigerian President or Head of State.

If any of them had been in power and the Cameroonians cultivated the effrontery to do such a thing there would have been consequences.
Yet you did nothing to avenge this affront or to defend our honor. What happened to the gallant and brave General Buhari that courageously led our troops into victory in Chad in the early 1980's?

What happened to the honest and forthright man that we all admired and looked up to because of his military exploits in Chad?

What happened to the war hero that gave the Chadians a ''bloody nose'' for daring to attack a Nigerian village and that almost took Ndjamena, the Chadian capital?
What happened to the man that proved to the Libyans and their Chadian proxies that Nigerians knew how to fight? It appears that you have changed and that you are no longer the man that you used to be.

Instead of being honest with our people you have insisted on selling them a dummy and telling them a lie. You refuse to tell the world that our military is terribly demoralized, our soldiers are suffering heavy casualties and are not being paid their salaries regularly and, worse of all, that you have failed to procure a single bullet or weapon for them to use in the last seven months since you came to power.

Instead of deploying all the power of the state against Boko Haram you have spent all your energy and resources trying to teach the former National Security Advisor, Colonel Sambo Dasuki, and all your other perceived enemies the lesson of their lives by misrepresenting them before the world, subjecting them to state-sponsored tyranny and the most insidious form of persecution, violating their human rights and lying to the world that they stole and shared money that was meant for the purchase of arms.
You have also misled and misinformed the Nigerian people about the rules and conventions that are applied when it comes to the administration of security funds and about the fact that it is the National Assembly alone that has the right to probe the use of such funds as part of their oversight functions.

To cap it all you have claimed you did not receive any benefit from the NSA 's office whilst Jonathan was in power. This is an assertion which we all know is, at best, questionable.

You must be mindful of the fact that God hates liars and He despises those that abuse power. You must remember that the more you scorn God's counsel and mock His admonitions the more your errors will be made manifest and the more your people will suffer.

You must understand that any leader or government that is motivated by bitterness, fear, hate, vengeance and malice will eventually hit the rocks and crash like a pack of cards. You must appreciate the fact that God is watching and that He sees and knows all.
May the Lord have mercy on you and may He forgive you for your many sins and wicked ways. God bless Nigeria.

Man who attempted to steal plantain to celebrate Christmas got more than he bargained for... See photo

A young man was brutally attacked with a matchet after he attempted to steal plantain from a farm to celebrate Christmas. The incident occurred at Akyem Nsutem in Eastern region, Ghana, on Friday December, 25. The victim identified as Edem, allegedly sneaked to the farm with a friend to steal plantain but luck ran out on him when he was caught by the owner of the farm. The farmer inflicted cutlass wounds on him while his friend managed to escape.

The victim suffered deep machete wounds on the hand and leg and was rushed to the Hawa Memorial Saviour Hospital at Osiem. The Osino Police have commenced investigations into the incident.

Fed Govt to decide on petrol price in Jan. - Kachikwu

Minister of State for Petroleum Dr. Emmanuel Ibe-Kachukwu yesterday made some clarifications about the Petroleum Subsidy Fund (PSF), otherwise known as petrol subsidy.

He said that there was no subsidy in the price of the Premium Motor Spirit (PMS).
Kachikwu, who is also the Group Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), spoke to reporters after inspecting the Kaduna Refining and Petrochemical Company (KRPC) in Kaduna.

His clarification on the subsidy regime became necessary following stakeholders’ request, such as the Nigeria Labour Congress (NLC) and the Conference of Nigerian Political Parties (CNPP) that he provides an explanation with regards to reports that the government has deregulated the downstream petroleum sector and removed petrol subsidy.

Asked to say categorically whether subsidy has been removed or not since there is no provision for it in next year’s budget, the minister said: “Today, there is no subsidy; we are selling products at N87. In January, we will look at what the trend is, we will announce prices. If that is less than N87, we will announce it and if it is more than that, we will have to announce it. “

According to him, what really matters is not availability of subsidy in the budget, but the consideration of the large amount of money the government spends on subsidy.

Despite the huge fund, Kachikwu said no one had been able to account for it due to the corruption in the management of the fund.

He said : “I don’t want to get caught into this subsidy or no subsidy; money provided in the budget or not.

“I think what is critical is two-fold: one is that the amount that we spent in the past on providing what you might call monetary subsidy is huge, we have never been able to account for it and the amount of corruption there nobody has been able to account.”

The minister noted that Nigerians were expending too much energy discussing if the government should continue to fund the funding gap called subsidy, which runs into N1 trillion.

He said he believed that Nigerians were of the same frame of mind with him that the country needs to exit the subsidy regime.

His words: “First, let me say that we are expending too much energy on semantics. There are two critical issues here; one is, should the Federal Government continue to fund the gap that we see, this huge one trillion naira, and I think everybody is on the same page that as much as it is we need to get out of it.”

“Where we have a disagreement is if we get out of it, should we sell products at certain price or should you let free markets to roll in so that you can skyrocket prices?”

Kachikwu recalled that President Muhammadu Buhari had said that the price of petrol should remain N87 per litre for now, approved that the government should review the market and make the necessary adjustment in line with the dictates of the market.

The minister said: “The President is very emphatic on this; he says, for now, he expects that products should be about N87. He has also given approval for us to be able to look at market trends and make adjustments as need be. So, when you keep asking me if subsidy has been removed, I ask what is subsidy?.

“At today’s price, there is no subsidy and that is why I have gone away from the use of the word ‘subsidy’ and have continuously said that I am more on the page of price modulation. How do we look to fluctuate the market to reflect market dynamics.”

Kachikwu, disclosing that the government will continue to modulate prices of domestic petrol supplies to avert unwholesome profiteering by marketers, said towards the end of January 2016, he expected that Nigeria would be able to locally source up to 10 million litres of her domestic petrol consumption from four of her refineries in Warri; Port Harcourt and Kaduna.

He, however, said that through the price modulation mechanism, the government would continue to monitor price to keep it within a specified band.

“Happy to have Kaduna back, looking forward to have Port Harcourt back. Warri is still a bit far gone but all in all, the more refineries we can bring on board, the better for the situation we have ourselves in.”

Speaking on the volume of products he expects that the refineries would add to the country’s local consumption, Kachikwu said although the country would still import products next year, it would however get up to 10 million litres of petrol from the refineries, starting from the end of January when repairs would have been completed on them.

“Kaduna is doing about 1.5 million litres; hopefully, it will be getting into 2 million very quickly, once the FCC is working. Port Harcourt, when it comes back with a combination of VDU and the FCC, we will probably be looking at about 5 million litres.

“Ideally, we want to be able to get to about 10 million type capacity out of the about 40 that we say is the national consumption per day; that is the trend,” he said.

He added: “If all things were equal, I think the max cap for Kaduna will be in the 2 to 3 million range, Port Harcourt will probably be 5 and 6 million and Warri, if it comes, will be another 3 or 4 million. So, Warri is projected to come back between early and mid-January and I will say that by the end of January if all things were working and we do not have any other complications arising from these aging plants, we will expect to see 10 million litres.”
